Rural road connectivity is not only a key component of rural development by promoting access to economic and social services and thereby increasing farm incomes and productive employment opportunities in India, it is also, as a result, reducing persistent poverty. A key component is ensuring scarcity.
Despite efforts made over the years, both at the state and central level, through various programmes, about 40% of the habitations in the country are still not connected by all-weather roads. It is well known that wherever connectivity has been provided, the roads constructed are of such quality (due to poor construction or maintenance) that they cannot always be classified as all-weather roads. With a view to remedy the situation, the government launched the Pradhan Mantri Gram Sadak Yojana on 25 December 2000 to provide all-weather access to unconnected habitations. Pradhan Mantri Gram Sadak Yojana (PMGSY) is completely (100%) centrally sponsored scheme. 50% of the cess on High Speed Diesel (HSD) has been earmarked for this project.
Pradhan Mantri Gram Sadak Yojana 2023
Pradhan Mantri Gram Sadak Yojana (PMGSY), was launched by the Government of India as a part of the poverty alleviation strategy to provide connectivity to unconnected habitations. The Government of India is striving to facilitate high and uniform technical and management standards and policy development and planning at the state level to ensure sustainable management of the rural roads network.
The government has brought forward the target date by four years from 2019 to 2023 in the third phase of the scheme to achieve complete rural connectivity through all-weather roads under the Pradhan Mantri Gram Sadak Yojana (PMGSY). This speedy implementation will be achieved by providing revised financial allocation in the scheme and through revised funding pattern.
The PMGSY envisages consolidation of the existing rural road network to improve its overall efficiency as a provider of transport services for people, goods and services. The objective of this PM Gram Sadak Yojana 2023 of the government is to cover the upgradation of existing selected rural roads on the basis of their economic potential and their role in facilitating the development of rural market centers and rural areas.
The ongoing implementation of PMGSY-I and PMGSY-II in the form of construction and upgradation of non-PMGSY rural roads by states under their own programs has helped significantly in increasing the income of the rural population. This has enabled the creation of proper absorptive capacity including Rural Works Departments and State PWDs, structures and quality processes of implementation. In his budget speech on February 1, 2018, the Union Finance Minister made the following announcement:
“Task of connecting all eligible habitations with an all-weather road has been substantially completed, with the target date brought forward to March, 2019 from March 2023. It is now time to strengthen and widen its ambit further to include major link routes which connect habitations to agricultural and rural markets (GrAMs), high secondary schools and hospitals. Prime Minister Gram Sadak Yojana Phase III will include such linkages”

PM Gram Sadak Yojana [Update]
Honorable Prime Minister also reviewed the complaints related to Pradhan Mantri Gram Sadak Yojana under the recently held 36th PRAGATI meeting. The Prime Minister impressed upon the need to involve the people, especially the youth, through a proper awareness campaign. He also called upon all the officers to pay special attention to the quality of roads being constructed under Pradhan Mantri Gram Sadak Yojana.
PM Gram Sadak Yojana Phase III
To give impetus to rural road connectivity, the Central Government has approved the Pradhan Mantri Gram Sadak Yojana Phase 3 (PMGSY III). About 1.25 lakh kilometer road length is to be consolidated with an estimated cost of Rs 80,250 crore over a period of 5 years, that is from 2020 to 2024. About 97% of the eligible and viable habitations are already connected by all-weather roads.
This includes adding major rural links connecting major rural markets (grams), higher secondary schools and hospitals through ‘Through Routes’. This scheme is essential for the overall socio-economic development of various districts across the country.
PMGSY-III envisages consolidation of existing rural road network through existing routes and major rural links to upgrade existing habitations
Gramin Agricultural Markets (GrAMs): The government is keen to facilitate easy and fast movement of food processing centres, mandis (agriculture markets) and other farmer related enterprises. It is expected to transport both agricultural inputs as well as outputs. This not only helps in agricultural production but also provides many direct and indirect benefits such as preventing perishable goods like fresh fruits and vegetables and ensuring adequate remunerative prices for them. Such a facility ultimately boosts the agricultural economy and helps in the development of the sector, thereby creating many opportunities in wage and self-employment.
Higher Secondary Schools: Affordable and easy access to high schools and higher secondary schools is the need of the hour with current technological improvements in all sectors. Education leads to many opportunities. Better access to education centers helps in better school attendance and higher quality of education.
Hospitals: Providing affordable and easily accessible healthcare facilities is the main focus of the government, for which road connectivity plays an important role. All-weather roads have shown a very positive correlation to improvements in health indicators.
