PM Awas Yojana: Pradhan Mantri Awas Yojana is a scheme run by the Central Government of the Government of India to provide affordable housing to the urban and rural poor.

What is Pradhan Mantri Awas Yojana?

Pradhan Mantri Awas Yojana is a Credit Linked Subsidy Scheme (CLSS), which means beneficiaries of PMAY Yojana are eligible for interest subsidy if they want a loan for buying or constructing a new house. The scheme was first launched on 25 June 2015. The interest rate for PMAY scheme starts from 6.50% p.a. and can be obtained for a tenure of up to 20 years.

The implementation period of PMAY-Urban Scheme has been extended till 31 December 2024. The decision was taken by the Union Cabinet following requests from Union Territories and States. Earlier, the target was to deliver the houses by March 2022.

What is the objective of Pradhan Mantri Awas Yojana?
India has seen a steady rise in property and land prices, which has significantly reduced affordability. It is a scheme especially for the persons living in metros. Therefore, to encourage and promote sustainable and affordable housing, the Government of India launched the Pradhan Mantri Awas Yojana or PM Awas Yojana in June 2015.

The purpose of this Credit-linked subsidy scheme (CLSS) is to construct more than 2 crore houses for needy Indians belonging to special economic segments. If one wants to buy a house or buy land or take a loan to build a house, the person can get interest subsidy on this credit. However, loan interest subsidy is available only to individuals belonging to Economically Weaker Sections (EWS), Low Income Group (LIG) or Middle Income Group (MIG).

Key Benefits and Features of PM Awas Yojana
Those eligible under this scheme will get subsidy on home loan interest rate. Details like subsidy rate, maximum loan amount and other details are given in the table below:
If the beneficiaries choose to take a housing loan for a tenure of up to 20 years, the annual interest rate is subsidized at 6.50%.
Interest subsidy will be provided on house loans (including repurchase) for acquisition / construction of houses for Middle Income Group (MIG).
For Economically Weaker Section (EWS) / Low Income Group (LIG), interest rate subsidy will be provided on home loan for construction or acquisition of house. Interest subsidy will also be provided on home loans taken for adding rooms, kitchens etc. to existing residences.
Under the Pradhan Mantri Awas Yojana, all urban areas in India are covered including 4041 statutory cities with priority given to 500 first class cities.
Eco friendly and sustainable technologies will be used for construction.
For senior citizens and differently abled, ground floor allotment will be preferred.
The scheme is also integrated with other schemes to enable the beneficiary to work with complete facilities like toilets, drinking water, electricity, clean food, smokeless fuel, social and liquid waste.

Pradhan Mantri Awas Yojana has two parts – Urban and Rural.

  1. PM Awas Yojana Urban (PMAY-U)
    Currently, Pradhan Mantri Awas Yojana Urban (PMAY-U) has around 4,331 such towns and cities under the scheme. It includes Urban Development Authority, Special Area Development Authority, Industrial Development Authority, Development Zone, Proposed Planning and every other authority that is responsible for urban planning and regulations.

In the 52nd meeting of the Central Sanctioning and Monitoring Committee (CSMC) held on 20 January 2021, the Union Ministry of Home and Urban Affairs said that the construction of 1.68 lakh houses has been approved by the Government of India under Pradhan Mantri Awas Yojana Urban. (PMAY- Urban) Scheme.

Advantages and Features of Pradhan Mantri Awas Yojana Urban
Around 4,041 towns and cities come under this scheme.
PM Awas Yojana Urban Scheme also applies to Special Area Development Authority, Urban Development Authority, Development and Proposed Planning.
The government has divided this scheme into three phases
The first phase started in April 2015 and ended in March 2017. Under this, houses have been built in more than 100 cities.
The second phase started from April 2017 and was completed in March 2019, with the government targeting to build houses in more than 200 cities.
The third phase started in April 2019 and will end in December 2024, with the rest of the target being met.
The total amount expected to be invested is ₹ 4,95,838 crore, out of which funds of ₹ 51,414.5 crore have already been released.

Pradhan Mantri Awas Yojana Urban Eligibility Criteria
Anyone with an annual income of up to 18 lakhs can apply for this scheme. Spouse’s annual income will also be included while applying.
The applicant or any other member of the family should not own a fixed house in any part of the country.
Beneficiary cannot avail PMAY benefits on already constructed house.
For senior citizens and differently abled, ground floor accommodation is preferred.
If the applicant is married, in joint ownership or both spouses can avail home loan subsidy together.
Who can benefit from Pradhan Mantri Awas Yojana Urban?
Pradhan Mantri Awas Yojana caters to the housing needs of the urban poor. The scheme also provides slum dwellers with inadequate infrastructure and poor sanitation facilities.
The beneficiary family will include husband, wife, unmarried sons and/or unmarried daughters.
The urban beneficiaries of this scheme mainly include EWS, LIG and MIG. The annual income of EWS is ₹ 3 lakh. For LIG and MIG group, it should be between ₹ 3-6 lakh to ₹ 6-18 lakh respectively.
Beneficiaries of LIG and MIG groups are only eligible for CLSS under this scheme.
All applicants have to submit an affidavit as proof of income to the authority.
Documents required for Pradhan Mantri Urban Housing Scheme
Form: Application form duly signed.
Property documents: NOC of builder / society, sale agreement or sale deed, allotment letter, etc.
ID Proof: PAN Card, Voter ID, Driving License, Aadhaar Card, etc.
Address Proof: Voter Card, Passport, Aadhaar Card, Latest Utility Bill or Rent Agreement
Proof of Income: In case of salaried employee – 6 months salary slip, latest Form 16 or last 6 months bank statement. In case of Self Employed – IT returns along with balance sheet and profit and loss account with calculation of last 2 financial years.

PM Awas Yojana Rural (PMAY-G)
Pradhan Mantri Awas Yojana Grameen (PMAY-G) was earlier known as Indira Awas Yojana and was renamed in March 2016. The objective is to provide financial assistance to the homeless and those living in crude houses to help them build concrete houses. According to the information received from the Ministry of Rural Development, 1, 03,01,107 houses have been sanctioned in all the states and union centres.

Advantages and Features of Pradhan Mantri Awas Yojana Gramin
It Delhi and Chandigarh. Apart from promoting housing facilities in all rural areas of India.
The main objective of PM Awas Yojana is to help the applicants to construct a concrete house.
The scheme aims to build 4 crore houses for the rural poor by 2024.
The budget of this scheme is ₹ 81,975 crore.

Pradhan Mantri Awas Yojana Rural Eligibility Criteria
PM Awas Yojana is not applicable to people living in Delhi and Chandigarh.
For people living in plain and hilly areas, they will get Rs. 1,20,000 and Rs. 1,30,000 will be given an allowance.
The house unit size can be up to 25 square meters which will also include a dedicated cooking area.
For the construction of the house the beneficiary will be given Rs. A loan amount of up to 70,000 is available, which is optional.
Who can benefit from Pradhan Mantri Awas Yojana for Rural?
The beneficiaries of the scheme will be identified as per data available from the Socio-Economic and Caste Census (SECC) and include –
Scheduled Castes and Scheduled Tribes.
B.P.L. Under Non-Scheduled Castes – Scheduled Tribes and Minorities.
Bonded laborers have been freed.
Widows and relatives of paramilitary forces and persons killed in action, ex-servicemen and those under superannuation schemes.

Form: Application form duly signed.
