Swadhar House : (Scheme for Women in Difficult Circumstances) – Details : The Ministry of Women and Child Development implements the Swadhar House Scheme which targets women in difficult circumstances who require institutional support for rehabilitation so that they can live their lives with dignity. The scheme provides shelter, food, clothing and health as well as economic and social security for these women.

Beneficiaries for Swadhar House :

The component can be availed by women above 18 years of age in the following categories:

  1. Women who are destitute and without any social and economic support;
  2. Women survivors of natural calamities who have become homeless and without any social and economic support;
  3. Women prisoners are released from prison and are without family, social and economic support;
  4. Women who are victims of domestic violence, family tension or conflicts, who are forced to leave their homes without any means of livelihood and have no special protection against litigation due to exploitation and/or marital disputes; And
  5. Rescue or escape trafficked women/girls from brothels or other places where they face exploitation and women affected by HIV/AIDS who have no social or economic support. However such women/girls should first seek assistance under Ujjwala Yojana where it is operational.
  6. Women affected by domestic violence can stay up to one year. For other categories of women, the maximum period of stay may be up to 3 years. Elderly women above 55 years of age can be accommodated for a maximum of 5 years, after which they have to shift to old age homes or similar institutions.

The Swadhar House facilities can also be availed by children accompanying women in the above category. Girls up to 18 years and boys up to 8 years will be allowed to stay in Swadhar Griha with their mother. (Boys above 8 years need to be shifted to children home run under JJ Act/ICPS.)

Objectives for Swadhar House :

Under this scheme, Swadhar Griha will be established in each district with a capacity of 30 women with the following objectives:

  1. To meet the basic needs of shelter, food, clothing, medical treatment and care of women in distress and without any social and economic support.
  2. To enable them to regain their emotional strength which is hindered by their encounter with unfortunate circumstances.
  3. To provide legal assistance and guidance to them to enable them to take steps for their reintegration into the family/society.
  4. To restore them financially and emotionally.
  5. To act as a support system that understands and caters to the diverse needs of women in distress.
  6. So that they can start their lives afresh with dignity and faith.

Strategies for Swadhar House :

The objectives outlined above will be pursued by adopting the following strategies:

  1. Temporary residential accommodation with provision of food, clothing, medical facilities etc.
  2. Vocational and skill upgradation training for economic rehabilitation of such women
  3. Counselling, awareness generation and behavioral training
  4. Legal aid and guidance
  5. Counseling by telephone

Benefits of Swadhar House:

  1. Women affected by domestic violence can stay up to one year.
  2. For other categories of women, the maximum period of stay may be up to 3 years.
  3. Elderly women above 55 years of age can be accommodated for a maximum of 5 years, after which they have to shift to old age homes or similar institutions.
  4. The Swadhar House facilities can also be availed by children accompanying women in the above category.
  5. There will be girls up to 18 years and boys up to 8 years
  6. Allowed to stay with their mothers in Swadhar House. (Boys above 8 years
  7. need to shift to a children’s home run under JJ Act/ICPS.)

Application Process for Swadhar House:

  1. by himself;
  2. By any person including any public spirited citizen, public servant (as defined under Section 21 of the Indian Penal Code, 1860), relative, friend, NGO, volunteer etc.
  3. Coordinated with police, ambulance and other emergency response helplines through Mahila Helpline.
